When we say that Mr.X has potential to become a state head, we mean that he can possibly do all that is necessary to be done by a state head, some day. When a cloud gets charged, it has potential (to kill somebody, or create a lightning). If water is stored at height, it has potential to run a turbine if so connected, as water flows through that turbine. Potential is ability to p a current. Potential need not have any current. If you stack up 100 batteries of 12Volts, you get 1.2kV, but no current through it till a load is connected. It has potential to p say 1 amp into a 1200 ohms and dissipate1200 watts in it,.It has potetial to burn this resistor if resistor is rated for 100 watts or lesser. A 120 V outlet in wall has no current through it till you connect a load. But it has potential to make a current of 1.2 amps flow when load is 100 ohms.and subject that load to dissipate 144 watts in the process.
