What are some good remedies for congestion?

My son is 4 weeks old and is congested all the time. I tried running really hot water and letting the bathroom get really steamy and having him in there for about 10 minutes and this only seemed to help while I had him in there. I've also tried the saline drops but this also was only temporary.
