Would this work to power say a deep under ground base?

Good to see that somebody out there is thinking, and with a bit of imagination. As to your concept for solar panels; there not usually thought of in terms of charging like a capacitor; but some minor experimentation wouldn't be out of order. Black box, bright light source at one end, a panel at the other; I'm thinking shoebox size: definitely worth investigating.
