UK: is this "buy now pay later" culture industry/public driven?

Originally (long time ago sigh) it was created as a necessity to buy items needed. Cash was not readily available even though everyone was in employment.< see that? and the benefit system had not been born. There was a theme tune/song that went with advertising, but I don't remember it all, it went something like 'In the never never land blah blah blah singing hallay halleyluullyyaa.' My mum told me this I'm not old enough. I think it was brought about because everyone was in employment and so could pay weekly payments.
