When does "a" rather than "an" precede a word beginning with a vowel ? eg: a uniform, a university.?

Even though those words sound like vowels, they're actually pronounced with a "y" sound. A and An are about pronounciation, not the letters themselves. Hence, A (yoo)niversity and AN apple.
